Are pedestrians walking on the hard shoulder considered road users?

Yes, everyone travelling or staying on a road* is considered a road user. Vehicle drivers, passengers, pedestrians, road workers, cyclists, horse riders and skateboarders are all road users when on a road.

* A road consists of a carriageway with one or several lanes, and sometimes a hard shoulder (also known as a verge) outside the carriageway.
