What applies if you have to cross a cycle path and a foot path to get to or from a property?

If you have to cross a cycle path and a foot path to get to or from a property you have to give way to cyclists on the cycle patch and pedestrians on the foot path.

You must not drive faster than walking speed (5 km/h).
